It is an undisputable fact that effective skills mobility between two or more countries or jurisdictions depends on the acceptance or recognition of each country or jurisdication's qualifications and competency and removal of any prohibitive regulation in the recipient country or jurisdiction. Mutual recognition agreements serve as means to avoid duplication of costs of conformity tests required for authorization, licensing or certifying professional practice in another jurisdiction.
